As explained in our other materials, how well Governance functions directly determines how well the entire Service Organization (SO) operates.
All aspects and Governance Controls listed in our methodology are always handled somehow in every SO.
The question to consider is: How well, or at which maturity level are they being handled? Or, in other words:
- Do the controls deliver what you need? Do they work fast enough? How much effort & resources does it cost to maintain them?
- Are they done ad hoc, relying only on the individual perception and experience of staff involved? (which could disappear once the staff leaves)
- Or are they done methodically, with dedicated attention, based on a well embedded practice, supported by modern technology?
We provide a framework of concrete Maturity Levels for every Governance Control, specifying the exact criteria that must be met to reach each level.

Maturity Level Progression
What are the realistic stages of improving each Governance Control. It is very important to remember that Maturity Levels cannot be skipped.
To achieve a higher level on any Governance Control, your organization must be ready for it = the previous level must first be fully reached.
As a comparison, to be able to run a marathon, you need to first be able to run 5km. Equally, to establish complete Present Oversight you must start by tracking crucial processes first.
Governance Control Dependencies
How do Governance Controls rely on each other to function well.
Some Governance Controls provide their capability & value based on functions taken care of by other controls.
Such controls cannot be effectively improved without first adequately improving their prerequisites. Some examples of this are:
- Forward Planning will have little value without first having good control over current performance (Present Oversight).
- Forecasting (Forward Visibility) cannot be effective without well-functioning oversight of past performance (Past Oversight).
- Past Oversight & Present Oversight of organization’s performance cannot be meaningful without tracking your assets & processes (Estate Inventory).
Understanding these dependencies can also provide insights as to why some of your previous improvements may not have had the desired effects and how to still achieve them.
